MESSAGE

Another chapter in the political life of the Autonomous Region in Muslim Mindanao has begun as we take the lead in the new governance and administration of the autonomous region as mandated by law.

As Acting Regional Governor,  I am fully aware that I am now accountable to the national government and to the constituents of this region.  I am determined to exercise those powers and authorities expressly granted to me by RA 9054 for the proper governance and development of the autonomous region.

It is my duty therefore to make policy decisions and strategic actions not only to sustain the gains of the Regional Government but also to accelerate further the region’s peace and development efforts.

Hence, my first policy option was to reorganize the ARMM Cabinet Officials and put in place a stronger bureaucracy that would put premium on teamwork, transparency and accountability.

For this reason, I have directed the formulation of our Strategic Action Plan for 2010-2011 that would focus our attention on improving our peace and security situation, enhancing our governance efforts, delivery of social services, improvement of our economy and construction and completion of on-going infrastructure projects.

Our Strategic Action Plan, 2010-2011 brings into fore our determined efforts to improve the socio-economic well-being of our people and the stability of their communities.

I therefore ask the full support and cooperation of the national government, the local governments, the donor community and other stakeholders of the region for the successful implementation of this Plan.
