THE HUMBLE PUBLIC SERVANT
Throughout the Martial Law years, then Lanao del Sur Congressman, Sultan Haroun Alrashid Lucman and his wife, former Governor Princess Tarhata Alonto Lucman, lived in political exile in Saudi Arabia to oppose the repressive rule of President Marcos. Senator Ninoy Aquino, who was then the opposition leader, later joined them in exile abroad after being freed by Marcos from his detention in 1983.
Aquino and Lucman were close allies for their common beliefs in fighting the Marcos Dictatorship. They collaborated to expose the infamous Jabidah Massacre in 1968. While in exile, they frequently visited each other to discuss opposition plans. Ninoy and his family were based in USA then.
Admist the pains of living in exile, the youngest son, Haroun Alrashid Jr., studied Arabic and Islamic studies in Ummulqura University, Makkah, and later transferred to King Abulaziz University, Jeddah, to study AB Linguistics.
Lucman Jr and his siblings had to endure the hardship of their parents’ principled life in fighting for the cause of their beloved Bangsamoro. But the father, like Ninoy, did not live to see the flight of Marcos from power in 1986. Ninoy died in 1983, Sultan Lucman died the following year while still in exile. But the idealism of his father brought an indelible mark on the consciousness of his son.
Today, in an era of matuwid na daan, as called for by a reformist president and son of Ninoy Aquino, now President Noynoy Aquino, Haroun Alrashid Alonto Lucman Jr. was drafted by LP to run as Regional Vice Governor alongside another reformist Regional Governor, Mujiv S. Hataman, to fight and live the dream for a better ARMM. It was a tandem of reformists.
Lucman Jr. joined the gov’t in 1990 as a University Research Associate in MSU OVCRE where he was able to hone his skills and knowledge in writing and research. In 2007, he was appointed DILG-ARMM Provincial Director of Lanao del Sur where he started to discover his niche as a reformist. When the Maguindanao Massacre happened, he was designated as DILG-ARMM Regional Secretary. His handling of the aftermath of the massacre has drawn high public approval. During his stint in the DILG-ARMM, he spearheaded the planning and execution of several projects, programs, and activities which increased the effectiveness of the department in guiding the ARMM component LGUs towards transparency and accountability in local governance.
In his leadership, DILG-ARMM was able to implement the Project CURE and Full Disclosure Policy in 2010. Through extensive monitoring and evaluation, a large percentage of the LGUs in ARMM were able to improve the delivery of their frontline services to their constituents.
Likewise, Rashid Lucman Jr. was able to inspire and drive the LGU leaders to innovate and craft plans, programs, and activities that have set a trailblazer for development in local communities. As a result, ARMM LGUs became recipients of prestigious distinctions and awards such as the Galing Pook Awards, Performance Challenge Funds, and the Seal of Good Housekeeping.
Rashid Jr. is just starting with his public life. Serving the ARMM constituents, to him, is a continuity of the self-sacrifice of, not only, of his parents, but also of his maternal grandfather, the first elected Muslim senator, Sultan Alauya Alonto, his maternal uncle, the late Senator Dr. Ahmad Domocao Alonto, and another uncle, the late Lanao Governor Atty Abdulghaffur Madki Alonto.
His broad education, the sacrifices he endured for the Bangsamoro cause, the ideas of his illustrious kins have combined to mould his perceptions of public service; to work towards a better quality of life for his fellow Bangsamoro. More importantly, to serve with true honesty, honour, commitment, sincerity, and faith. Reform without these virtues is reform without meaning. His track record in government service will certainly speak for him.
We ask you to support Haroun Alrashid Alonto Lucman Jr. as the Regional Vice Governor of ARMM, and Mujiv S. Hataman, Regional Governor, so that the dream shall live on….A PROGRESSIVE AND PEACEFUL BANGSAMORO.
